question about label/postage holders

Has anyone used the clear plastic customs form "holder", Customs Form Envelope 2976E, to ship domestically? I now print my shipping on line and wondered if anyone had experience using the aforementioned clear "envelope" to adhere the paypal address/postage to the package. I currently use priority tape and clear packing tape to adhere the address/postage to the package but when posting international items I noticed this form holder and became curious about using it for domestic shipping. The usps website mentions "This envelope is to be used in conjunction with either Form 2976-A or Form 6182" however one of the postal employees said he didn't know of any problem using it for domestic shipping and said that if I couldn't get it free on line he would give me the envelopes. I suspect that the us postal guidelines/rules says it is only for use with those two customs forms. The envelope itself doesn't have any clear restrictions printed on it except a generic statement about how express mail, priority mail....packaging is the property of the USPS and is provided soley for use with the above named services. Therefore, if one is shipping priority mail to a domestic address, the wording on the label implies it is acceptible. However the website (usps) says it is only for those 2 customs forms. The envelope says "dispatch note, customs, forms, etc., documents enclosed". One can pick these clear envelopes up at the post office and never go to the website however ignorance doesn't always work as an excuse. Any experience or thoughts on using these clear envelopes to hold the postage printed from the paypal site? Thanks, Vicky
