OT: International shipping?

Hi all, I sent a package to Canada on 3/23 and the buyer has already filed a dispute with paypal because she did not receive item. She paid first-class international, so should she have received? All I have of course is the customs number that was given to me when I sent. Is there anything else that I can do? I tried to contact customs, but I must not be going about it correctly...any advice?
